The directors and producers are in charge of what we see in the movies, that is their visual discretion. If we want to be technical, in the book Katniss isnt described as white, she has olive skin and dark hair which can make her jewish, italian, latina, arabic, native american, ect. Plus, logically one can assume that district 11 is in the south Georgia, Alabama, Mississippi, etc. Most of the population in those states, even today, is black. She never said that they were black only that they had dark skin which could be because they worked outside all day. There are many Hispanics with very dark skin and white poeple who could be considered hispanic by skin color. In fact Collins avoids race all together in the entire book. Genral discriptions are even vauge since she never really gets into how 'dark' the skin is. Even Katniss is considered olive skin toned, which some african americans or those that are mixed race have as well.

It will be interesting to see how the rebellion in District 11 is treated at the start of the film. Maybe this will shock people into realizing the comparisions Collins was making when she wrote the book. But if only Collins had dug into those themes a little more.
If racial harmony has regressed that much, how are women treated? Mockingjay is primarily focused on the rebellion and the cost of war.
